Oops!  Quick Fix As Councillors Realize C40 North Woodend Waste Site Proposal Hasn't Gone Away

(19/4/06 - P)  Doubled-up rezoning request in Amendment C47 almost got through

Woodend residents almost had another battle on their hands fighting a rezoning proposal related to the now-abandoned Amendment C40, which attempted to rezone land for a Waste Recycling Site north of the town.  MRRA understands Councillor Guthrie first picked that, while Council has resolved to look further afield for a site for this development, a second request to rezone the North Woodend land to Industrial was still alive in Amendment C47, which has just been approved for exhibition by Planning Minister, Rob Hulls.  Council has now resolved to abandon that part of C47.

 

MRRA Says:

Don't stop there, all of Amendment C47 should be abandoned.

 

 

Contentious Waste Management Depot Off To Kyneton As Council Dumps C40

At last Wednesday's Council meeting, Council decided to abandon Amendment C40 which attempted to rezone rural land in North Woodend for a waste management and Council services facility.  The amendment went before a Panel late last year, and it was evident then that the amendment was on shaky ground.  Council has now released the C40 Panel's report (after holding it for several weeks). That report recommends that Council abandon C40, in the main because it felt Council had not performed well and processes for the amendment were deficient.  Go to Council's website (www.mrsc.vic.gov.au), then Planning, then Amendments to get the Panel's report.  Unsurprisingly, Council now feels the waste facility would be better placed in the existing industrial zone in Kyneton.  While Cr. Noel Harvey moved the motion, Cr. Gyorffy first floated the idea with other Councillors three weeks ago at a Council Committee meeting but was satisfied to second Cr. Harvey's motion. The only opposition to abandoning C40 came from the Mayor, Geoff Neil, who wanted to retain the amendment apparently in case it was needed in future.

 

MRRA Says:

It makes profound sense to place industrial type uses in an industrial zone, instead of trying to plonk them on rural land near residential areas (this one and the 'tip' at Allison Lane in Macedon come to mind).  We are wondering why Council didn't think of it before now, before all the distress it has caused to residents, before spending all of that (our) money trying to jam a square peg into a round hole.  We'd like to think the 'sound planning' message was driving the reversal but wonder, given Cr. Harvey's initial reference to this being a chance for Council to come out smelling like roses, if it isn't really more about Council extracting its backside from yet another expensive and uncomfortable position.  The saga of Macedon Ranges' Councillors supporting waste disposal facilities (and other development!) in the wrong place can be traced back to the Council elected in 2000, of which five of our existing Councillors were members (with four of them recently re-elected after losing in 2003) .  Maybe 'sound planning' would be a cheaper option than some of the uninformed, 'good idea' mistakes our Council has historically expected this community to bankroll...

 

 

Waste Recycling Depot In North Woodend Up For Comment Again

(24/11/05 – P) Input on Council change to Amendment C40  Development Plan Overlay sought as next Panel hearing day approaches

Residents have been invited to make submissions (yet again) to an independent panel on changes made by Council to a Development Plan Overlay proposed for the depot site.  Council introduced the DPO at a late stage, exhibited it then changed it.  The latest DPO leaves Lancefield Road, Woodend open to truck traffic.  The Panel  for this amendment has already sat and will reconvene on Thursday 1st December and continue through the 2nd and 5th of December.  Plans can be inspected at the Shire’s Kyneton and Woodend offices.  For more information, contact Lisa Gervasoni at Council on 5422 0314.

 

Objectors Force Council To Change New Woodend Depot Plans In Amendment C40

(31/8/05 – P) Independent panel waits as new Development Plan Overlay goes on exhibition – get your submissions in by September 28th

The strength of objection to the location and traffic, landscape and industrial impacts of Council’s proposed new Council depot and privatized recycling plant in North Woodend has seen Council change Amendment C40.  The recycling plant will have a height of 12 metres – that’s about four storeys high, right next to the Freeway in North Woodend.  An independent panel has already part heard submissions on the amendment.  The process will now be delayed because a new Development Plan Overlay has been put on exhibition and submissions can be made until September 28th.    Contact Macedon Ranges Council for more information.

NOTE:  Please remember, once approved a Development Plan ‘extinguishes’ your rights – that is, you will have no rights to be notified of any future development applications, and you also won’t be able to challenge those applications at VCAT.   Development Plan Overlays (DPOs) are more commonly applied to areas subject to subdivision.  It is being applied here to address development of the land.  This begs the question of whether a Development Plan Overlay is the right planning ‘tool’, given DPOs wipe out residents’ rights to have input into future development of the land (and we all know how often things don’t get done as per the agreed plan!).

 

Council Sends Amendments C39 and C40 to Independent Panel

After receiving submissions and objections to Amendment C39 (application of Development Plans and several other changes) and Amendment C40 (rezoning in Woodend for new Council Waste Facility) Council has voted to send both amendments to an independent planning panel.
